Authorities are on high alert after a violent attack on a baby elephant seal along the Oregon coast. Witnesses saw a man repeatedly stab the seal on the beach behind the Proposal Rock Condominiums in Neskowin on the night of March 16, 2025. The brutal act left locals stunned and federal officials scrambling to track down the suspect.
Responders discovered the young marine mammal alive despite its multiple stab wounds, and the Oregon Marine Mammal Stranding Network immediately treated it. After stabilizing its condition, the team relocated the seal to a safer area. While its long-term prognosis remains uncertain, wildlife officials say the animal is recovering remarkably well.
What Does The Suspect Looks Like?
The National Oceanic and Atmospheric Administration (NOAA) released a detailed physical and clothing description of the man they believe carried out the stabbing. Witnesses described him as a white male, approximately 178 cm (5’10”) tall, with black-and-white hair, a groomed beard, and a noticeable gap between his front teeth.
He was wearing thick-lensed aviator-style glasses, dark pants, and a blue-and-green fleece top under a checkered shirt. Witnesses also noted that he wore a black cap with a logo featuring an orange excavator and the word “Timber.” They last saw him leaving the scene in a dark blue Dodge or Chrysler van, likely from the 1990s, with a damaged rear passenger window covered in plastic.
Why We Should Protect Elephant Seals?

Elephant seals, like many marine mammals, are protected under the U.S. Marine Mammal Protection Act. This legislation makes it a serious federal crime to harm, harass, or kill these animals. The consequences for such acts can include prison time and fines up to $100,000.
Officials say this isn’t just about protecting a single seal — it’s about sending a message that wildlife cruelty won’t be tolerated. The seal’s survival doesn’t lessen the severity of the crime. If anything, it highlights the importance of swift medical response and the dedication of rescue teams along the coast.
Public Asked to Assist in the Search
Federal law enforcement is actively seeking information to identify and locate the suspect. NOAA is encouraging the public to call their Enforcement Hotline at 800-853-1964. Officials encourage the public to submit tips anonymously and emphasize that even the smallest detail could help.
They urge Oregon residents and beachgoers to stay vigilant and report any suspicious behavior around coastal wildlife. The goal now is not only to bring the attacker to justice but also to ensure incidents like this don’t happen again.
Rising Wildlife Conflicts and Public Outrage

In recent years, human-wildlife conflict has been on the rise — from alligator attacks in Florida to bear sightings in suburban neighborhoods. But this incident struck a different nerve. Social media erupted with outrage, with many calling for harsher penalties for animal cruelty and improved coastal surveillance.
Wildlife experts say education and stronger public awareness are key to preventing similar acts. “Most people respect marine animals,” one NOAA official stated, “but when someone crosses a line like this, we need the full force of the law — and the community — to respond.”
